I took mine off. What is the purpose of it, to collect water and salt?!!?

If I had to guess, I would think that the purpose is to keep water and salt from being blown into the holes as the the car is moving. I think it has been concluded before that the holes are there as part of the manufacturing process, not as drains for the tailgate once the consumer drives the car.

And I noticed that after installing the plugs, the tailgate has a more solid sound when closing it. But, maybe that's just me.
