Depends on what you want and how long you can wait.

Cheap: Jet Chip - I am sure you can get one used.
Better and Now: SuperChips Flash Pac. Love it.

I have a jetchipII and I am happy with the way that it improved driveability. Shifts are much sharper and decided and the throttle response was noticeably improved.
Am I satisfied with it to the point of finality?
NO..
I do not think that there will be a real sum gain until Morpheus..
