I wasn't able to watch the serivce guy attempt to enable it on the StarScan, but he said it was not available. He was able though to turn on Auto Headlights with Wipers.

Does anyone have access to a StarScan and a 2007 to verify if this is true or not?

The feature is in the same menu as lights-on-with-wipers in the starscan.
Don't know why he couldn't do it though.

I seriously doubt they would remove this feature from the '07's... it's required for export cars, which is why it's available via starscan.

from starscan main menu > ECU view > FCM/CGW > misc. functions > change country code.

DLR's a no go on my 2007...

The tech and I were both looking at the directions from lxforums, as well as the chargerforum, and the DLR option was not present when the car was set to USA or Canada. Oh well.... maybe this will become available on the next StarScan update.

I just got mine turned on today and the country code is USA.

Maybe its a stateside Star-scanner restriction as I am in germany.
