They must be if they're still running them, although I don't know anyone personally that's gotten a notice. It looks like an 90s ford van. I'm not really worried with the charger, but I usually coast by with my jeep shut off after I pick up some speed.

It's an emissions testing van that's got lasers, sensors, and cameras setup across a 1 lane highway (or on ramp). If it detects that your car is polluting beyond it's limit, it will send a notice to the registered owner for immediate testing (if the car is registered in a county that requires emissions). I think in some cases, people out of state got fines/notices from the EPA for having altered emissions equipment.

No sh*t! I never knew something like that existed. How many other states employ this method of emissions monitoring?

It's like boiling a frog, if you just lay back and take it, you get what you deserve. Maine tried requiring yearly pollution checks years ago. People virtually rioted, caused so much havoc, the state decided to cancel it. I figure if you live on the coast of Maine and cut a fart, it's over the Atlantic ocean in 10 minutes, probably accounting for the popularity of Saturday nite bean suppers. It's all about sucking more money in fines out of you.
