Should be a lil pull loop by the seat bealts on both sides..

Pull on the loop and they should pop forward..

I don't believe the seats fold down on the SE's, at least through 2007. That option starts with the SXT model.

    Yes it can

I bought a complete set of leather seats from an 07 R/T from LKQ on ebay including the fold down back seats. You will have to purchase the latch brackets for the back seats from the dealer, and trim a hole in the rear package tray for the latch plate to stick through, but then it is a bolt in installation. Took me about a full day, but I had to reskin the passenger seat cuz it was power and my SE was manual. Seats has bun warmers but no wiring to connect to..... Not a hard job and I have been very pleased. I also added the Borla Cat back dual exhaust, honeycomb grill insert, leather steering wheel and alloys from a 300 and sirius radio. Real happy with it all and I still get 28-30 on the highway...........

If the seats are not fold down, there is a metal spring clip up near the top of the seat that you need to depress. Jam your hand between the seat and the trim panel and feel for a metal piece. It should give a little when squeezed or pushed. I think it needs to be depressed about a half an inch or so, then the back of the seat should be moveable. There is one on each side BTW.
