Help, What causes this?

Looks like a little carbon contamination that has started to rust. If you drag carbon steel across other metals it leaves some of that metal behind and when left unprotected (not painted) will start to rust. That is if it is rust

no this is not rust. its coolant.

looks like a leaking t-stat o-ring to me.

definitely coolant leak. replace T-stat seal and you'll be good to go.
