Actually I'm with nolambo on the parking. His wheels should be turned out so the curb helps keep the car from rolling backward. If there were no curb then yes, turn the wheels in.
He must be fast even for a V-6. He won the Triple Crown didn't he?!
BTW, yours and theirs look good!

I disagree. Since there is what appears to be a good 5 inch curb present, you would turn your wheels out so that should the car start to roll, it only rolls a small amount before the front tires hit the curb and it stopped. This would reduce the amount of the car sticking out in traffic greatly.
With his wheels turned in like they are, if the car decided to roll, the rear tires would hit the curb first, stop the car, and then the front of the car would be jetting out into the roadway. If there was no curb the car would continue to roll but on a path away from the roadway.
While that hill is steep I don't think the charger would roll over that curb. Even then the officer would have to have 3 things go wrong to justify turning the wheels in. 1. The transmission lock on on the car for when its in park would have to fail. 2. The parking brake would have to fail. (I assume that if one was worried he would set the parking brake as well, right?) and 3. The car would have to have enough weight and momentum for ALL the tires to clear the curb and keep rolling. (For which I'd doubt one of the rears would do, let alone both of them.)
He needs a refresher course.
As per Driver's Handbook...
"Turn the steering wheel to the left so the wheels are turned towards the road if you are facing uphill with a curb. The tires will catch the curb if it rolls backward (Diagram 2-40 B).
Facing uphill without a curb, turn the wheels sharply to the right. If the vehicle rolls, it will go off the road rather than into traffic (Diagram 2-40 C)."
