Paint clearcoat question

Today, I went to clean off the grime off of the mag and noticed on the back bumper the clear coat was peeling off in large flakey strips of film!!!

I am assuming this would not be covered under any type of special warranty? I am out of the factory warranty.

How do I fix this? Can I take it to a paint shop and have the rear bumper buffed and re coated?

Any help would be appreciated

id say take it to a paint shop. they could feather edge where its peeling, primer, base, and re clear it or for best results, have them strip it then re shoot it cause it sounds like u have an adhesion problem
