Some one backed into me and popped up the crome plastic with the washers on them below the headights. Any idea how this comes out so I can instal a new one?

Hey Bud! You need to remove the front fascia to get to the screws that hold it in. You may be able to remove the belly pan and reach up and get to the screws as well.

not screws, they are METAL push and lock clips..

You'd be better off removing the fascia, It's not hard 4 or 5 push pins across the top a bunch of screws accross the bottom edge of the fascia a couple push pins inside each wheel well and two 10mm bolts inside the plastic wheel well cover holding the fascia to the fenders. It sound like alot but i really is'nt.
Great! So I have to take the front bumper off?
no, you don't have to.
you can get to them from under by removing the belly pan
but it is just as much work to remove the belly pan and the whole fascia only has 4 more clips and 2 screws to remove it after pulling the pan.
