There are minimum requirements of lighting in all public areas, often times owners of private parking lots do not properly maintain the lights to achieve the required lumens per square foot
a picture could show many important items such as any lights that were not functioning, the quality of their stripping, the placement of their signs.
On private property it may not be you or the other driver that will be held responsible but rather the property owners and the people they hired to engineer and maintain the "dark best buy parking lot" you spoke of.
