No ballast or Bulbs. What went wrong is that every pair of 2008 magnum HID lights that are for sale are missing pieces. I have been trying to source these parts for about 5 months. My only option is to let the dealer rob me for over 1k for a new set. I took a look at the back of the Charger head lights and they shared some of the features of the Magnum HID lights. I searched online and I couldn't find any information that said the parts wouldn't swap over. Additionally, it made sense to me that Dodge would save some money by keeping some of the parts the same. The head lights came today in the mail and it took one look to find out that this would be a no go.

Couldn't you retrofit the projectors onto your existing lights and put shrouds over them?

I have a set of the 2008 Magnum HID headlights. I took a look to see if I could transfer the whole projector to the magnum headlight because it appeared the actual projectors were the same. The problem was that the internals are completely different. I might as well go with a complete retro fit. I don't have any experience in this arena so instead of banging my head against the wall I am just going to sell this charger set and use the money towards for a retro fit. Not quite sure I know what you mean by putting shrouds over them.

That's a hell of a deal. You have a PM.
And I'm assuming the price is for both, left and right headlights as a pair?
    Not each.

Yeah. OEM projectors have a COMPLETELY different setup on the internals than these aftermarket lights. Even tho they take the same bulb (I know right?). These are great headlights for anyone who has a Charger. I added these aftermarket so anyone who doesn't know how to check out my build thread.

How to: OEM HID Projector build!

Other than that it is a great price. I paid about $175 shipped brand new.

FYI seller, make sure they are boxed nicely and marked as fragile. If they get tossed around in shipping it can mess up the crystals/focus of the light. Ask me how I know.
