They were initially used to make "side stops". The Trooper would pull up along side (mostly on trucks) and turn on the lights that illuminate the sign and signal the vehicle to pull over.
They are rarely, if ever used for that any more.
They are kept to maintain the traditional look of the cars.

I remember in 98 I was in Michigan going about 90 and I'm pulling up to this blue car really fast but I was so fascinated by what was on top of the car. I couldn't figure out what it was. But the time I was close enough to realize what it was and realize it was a statie, I almost put my foot through the floor.
Lucky for me he was kinda in and out of dozing off while driving. I pulled up next to him and honked the horn so he'd wake up. He waved and I backed off of course. I love your guys cars.
