Why do you ask? Don't they already sit out the month after when they call the next composition for the competition?

If they're the one making the next month's theme - yes.
Otherwise, there's no reason to force them to sit one out.

No reason they can't /share/ a photo on the theme they picked...
Not being part of the contest seems a little more fair to me, though.
Wait until the first time someone wins, then picks a theme, then wins again, then picks the next theme... all it takes is one repeat for the whole thing to start feeling tired.
I think the winner should sit on their hands for a month, or take some shots for the fun and suggestion, but not compete.
There have been rules that I questioned over time whether they were necessary - but this one always felt perfectly natural to me.
My 2¢
If they got the skills to produce a winning photo month after month then let them be included. The only rule should be that if they pick the theme, they need to prove the photo was taken after they decided on the theme.
