The only temperature where both are the same is -40.
Since its impossible to double 0 Celsius, you have to double its Fahrenheit equivalent.
If 0 degrees Celsius is equivalent to 32 degrees Fahrenheit, then 'twice as cold' would be 16 degrees Fahrenheit, or -9 Celsius.
If it were 0 degrees Fahrenheit, then 'twice as cold' would be -37.6 degrees Celsius, or -35.7 degrees Fahrenheit.
