What else would be needed to run these underhood. Do you think they would be able to with stand the heat if put behind a set of half covers?

Nothing else needed, just attach to power.

They will work under the half covers. I usually drill a couple of tiny holes in the plastic cover and put the smallest black zip tie every 6" or so just to support the strip since the adhesive will soften from the heat.

they hold up to heat just fine.... they are bright..... i love all mine and 3 feet is never enough...

how bright are these? can they be seen behind a tinted window during they day? i am looking for some to do a new 3rd brake light?

They are extremely bright!! Just lika anylight they will dim behind tint, but not much lighting will be brighter than these LED's I think they will work just fine for you!
