So, I know you can take SRT wheels off and put them on a RT but can you take R/T wheels off and put them on a SRT to drive in the winter?

I think there are spacing issues with the Brembo brakes, but can not confirm it.

I need to know the offset needed, do you need a spacer? Last part of question... how do you measure a wheel offset and such, I know how to measure wheel size 18 inches is not to hard to figure out.

I think the RT wheels will fit on the rear, but not the front.

The RT wheels will not clear the front SRT8 brakes. I am running 18" Borbets with Bridgestone Blizzaks for winter...this is a killer set-up!
You will be somewhat limited with what you can do in terms of 18's on the SRT8.
