Input: Rotors won't change the performance of the brakes. A 13" rotor is a 13" rotor. You can't "make more brake" regardless of what someone does to the surface of it.
That being said, slots or holes can enhance the effectiveness of the pads you choose to a degree. But wear them faster and maybe make more noise too.
Pick a pad compound that's conducive to your driving style. If you want more brake you'll need a pad that is more metallic and more abrasive to provide the bite. Expect noise and dust. If you want low noise and dustless performance for a clean wheel and street cruising, don't expect race car like brake torque. And if you use them hard they'll overheat, break down, smear the rotor, and lead to pulsation.
