repairing clear coat on painted wheels?

Well last year before I took the 22's off the car, I noticed that one of the wheels clear coat was peeling off. none of the local body shops will touch them around me as far as to reclear coat it. So has anyone done this them self, i'm pretty handy with a rattle can. I just wish I could do just the area that is peeling and not have to sand down the whole wheel in order to do this. any input would be great even some before and after pics if you have any of the work you've done.
The mod List is getting to the point that its just to long to post. So if you wanna know whats in it, just ask?

That's not traditional solvent based clearcoat, it's either polyester or urethane powder coat. Spray on clearcoat won't stick to a polished surface.
If some of the original coat is off or damaged, the basic fix is paint remover on the entire face, clean & polish, then new powdercoat. Which involves 15-30 minutes in an oven at 375° F.

I'm currently doing the last of a set of 4.
