I have used Goo Gone in the past, works great but you may want to wax afterwards. I bought it at Canadian Tire.

always test stuff like this in in conspicuous places. try bug and tar remover or even that orange cleaner stuff at Home Depot (not hand cleaner!) the clear orange stuff. I've found orange cleaners clean just about any sticky gooey gunk off just about anything, test it somewhere first. Dont let too much of it get at the edges of your vinyls it may remove the glue.

Ummm Goo Gone(an adhesive remover) to be decal safe? hmmmmm hahahahah

I have no choice but to park under trees at my apt complex. I do a quick claybar and it is as smooth as a baby's bottom. Of course to keep on top of it, I would have to CB it everyday. I usually do it on the weekends, this way its not too tedious.

Bug and tar remover works...Or take some dry laundry detergent and put it on the area, and then put some water on it. It will desolve the tar, after rubbing it around for a few.

I checked with a detail shop a few years ago and they recommended Mehtyl Hydrate. I picked some up at Canadian Tire (in the sporting goods/camping area) and it works better than anything I've ever used. Dissolves sap very quickly and leaves no residue, HOWEVER I found out the hard way that it'll fog 3M "clear-bra" material permanently, so you might want to try one of thed other fixes mentioned above on the decals, although as mentioned goo gone may soften adhesive so that's probably a bad idea on decals too.
