Are Rims Usually a BO Item?

I've tried to get 3 dif rims and each time I'm being told they are a back ordered item. Not just that the distributer, didn't have them in stock but the place they get them from is waiting for shipment. Its not the same distributer or manufacturer either.
Is this a common practice to keep overhead down or is this just a summer month thing?

I ordered Foose Nitrous 2 weeks ago and the chrome wheels were on a 2 week national backorder. They had the gray in stock which is reversed from normal.
