What do they mean by delivery?
"Deliver" means to transfer, actually or constructively, to another a controlled substance, counterfeit substance, or drug paraphernalia. The term includes offering to sell a controlled substance, counterfeit substance, or drug paraphernalia.
"Delivery" or "drug transaction" means the act of delivering.

Ok. I just had to clarify. In my CJ class an example was brought up where an officer had a bag of pot in his car, taken from a school, bringing it back to the station, and he was pulled over and arrested. I didn't know if that was considered delivering.

Green: on a related note, my son Charlie tells me that in his little town in Southern Alabama, you can't roll a stop sign w/o getting a ticket, but crack dealers ply their trade in plain sight and are now going door-to-door offering free samples.
My first reaction is that is generates revenue for the city to give traffic citations, but costs lots of money to arrest, incarcerate and prosecute street dealers.
Your view?

Green: on a related note, my son Charlie tells me that in his little town in Southern Alabama, you can't roll a stop sign w/o getting a ticket, but crack dealers ply their trade in plain sight and are now going door-to-door offering free samples.

Good advice. But what Charlie describes is apparently the status quo in this little town.
I tend to analyze things from a financial point of view.

A Very Wise Man once told me; "In all Things, Follow the Money."
Makes total sense too - In Lou's Sons scenario, taking out a street dealer or two only costs money, accomplishes very little, since they'll be out and back on the corner within a day or two, or their replacements will already be there.
Rolling that stop sign though - THAT's a money maker!
It seems that priorities aren't really where they should be these days...

Yep. MikeEast has described exactly what I was thinking. I'm not willing to call it right or wrong, actually, just an interesting insight into human nature. It is what it is.
However, if Granny gets tired of the crack dealer coming to the door to peddle his wares and blows him away with her shotgun, poor Granny is likely going to be the one in hot water. Of course the dealer would be dead or maimed, so I guess it wouldn't be for nothing.

The "Small Towns USA" I have lived in don't have problems as apparent as Charlie's town.

During a chat with a New Orleans officer the other day about the RIDICULOUS crime rate we have he made a simple statement that helped me understand. He said everybody complains about why they're stopping people and giving traffic tickets when crime is rampid and killers are on the loose but what they don't understand is that most of the wanted criminals are caught making routine traffic stops. Made sense to me.

You know, I did my public service in the 70's, 80's & 90's, then went back overseas for a year on a by-name request after 9/11.
Now I just want to raise my not so young'uns, enjoy my future grandkids, try to provide for future contingencies for my family, and try not to be a target of the elite social engineers who are so full of themselves these days.
I've come to the conclusion that absent a virtuous people, government of the people and by the people is a dysfunctional mess.
I'm happy to endure to the end and wait for the coming kingdom with hope and a sure knowledge that there will be no elections, politicians, lawyers, etc., etc. there.
In the meantime, a tip of the hat to you for taking the risks necessary to make a difference in your own sphere of influence.
