22 Rubbing Upper Arm

I have a 05 RT with 22's. My front pass. side tire is rubbing the upper arm on the inside of the tire. Driver side seems to have enough clearance. I noticed this after i had a flat tire. I have a full size spare with a brand new tire, it rubs and touches the bolt so I swapped the front and rear and the inner tire is rubbing but it clears the bolt. Is this a strut issue? What is the cheapest what to fix it. Or is this a good time to lower it.

If I remember correctly some people with 22"s and larger have to grind down that bolt a little bit. I dont know if it has to do with tire size, offset or just manufacture differences between cars?
