When do you think they will know and can you order it how you like it or is it going to be fully loaded so they can bank on the most cash?

You can order it as you want, but the Classic R/T is a "package"
See the '09 Brochure pages here:

The Classic R/T package is the 27M / 28M package listed there. As you can see, it's basically equivalent to the Popular Equipment package with a few upgrades. So a Classic R/T package with no options will be at the very least more expensive than the current Challenger R/T with popular equipment group package (27J / 28J).

what does the popular equipment package include? I must be blind. Also I would guess it would be 3k at most over the existing srt8 to get the b5 blue.

You can just look at the brochure links I posted for what is included. These are the package codes.
27F :: R/T 6-Speed Manual - BASE
28F :: R/T 5-Speed Auto - BASE
27J :: R/T 6-Speed Manual w/Popular Equipment Group
28J :: R/T 5-Speed Auto w/Popular Equipment Group
27M :: R/T 6-Speed Manual w/Classic Package
28M :: R/T 5-Speed Auto w/Classic Package
Can just match'em up to the columns in the brochure. Basically you have the F (Base), J (Popular Equip), and M (Classic) packages to choose from.
